Fixed an issue that may have caused the browser to crash when displaying Google search results, specifically when Google was set as the default search engine through group policy.
CSSCustomStateDeprecatedSyntaxEnabled - Controls whether the deprecated: --foo syntax for CSS custom state is enabled (obsolete)
CreatePasskeysInICloudKeychain - Control whether passkey creation defaults to iCloud Keychain
This change is in support of the customizable <select> feature but is being shipped first because it can be done separately and has some compact risk.

Fixed an issue for users in the America/Asuncion time zone to align with Paraguay’s decision to permanently stay in Daylight Saving Time (DST) or UTC-3. Note: Users need to restart their browser to receive the fix.
